Вместе с тем, вот например, такая иллюстрация. Вы смотрели фильм Three Billboards Outside Ebbing, Missouri? Если нет, то кратко суть дела в том, что мать жертвы преступления, из этого самого Эббинга, устанавливает три билборда, критикующие полицию за бездействие в расследовании дела её дочери. И дальше события развиваются вокруг этого дела - некоторые полицейские пытаются окольными путями надавить на мать, чтобы убрать позорящие их обьявления, другие пытаются расследовать, в общем драма. Но почему-то никому не приходит в голову, что полиция может просто приказать ей убрать эти билборды, а если она не согласится - упечь её в тюрьму.

Тут никакого фильма не снимешь, всем ясно, кто кому может приказывать. И хотя вышеописаный фильм снят британской компанией, действие его происходит именно в Миссури, а не в Глостершире - думаю, потому что в Глостершире такого произойти уже не может. Не будет никакой драмы, никакого противостояния - будет просто приказ полиции и максимум заметка об этом в местной прессе.

Т.е. не то, чтобы в Америке не было полицейских-самодуров и покушений на свободу слова, коррупции и  заметания следов собственной некомпетентности. Просто это пока что ещё не считается нормой по умолчанию.
